    Does it mean the device is surge protected if the blue LED is lit?
    Yes.

    What does it mean if the blue LED light is not on?
    Normally, it means the surge protector failed.

    How does this surge protector protect the connected device?
    When the voltage rises above the accepted level, the surge protector suppresses the excess voltage to prevent it from causing harm. The internal components called metal oxide varistors (MOVs) absorb excess voltage and divert it to the ground wire, preventing it from reaching the connected equipment, and the surge protector will continue to work. When power surges/voltage spikes rise above 2205 Joules, the varistor of the surge protector will be broken, and the fuse will be blown by the high current. The surge protector will be disconnected to protect the electrical equipment and it requires unplugging to restore the power, but the blue indicator light will go out and the surge protector function will stop working.
